The Enforcement Directorate (ED) has intensified its probe into the ₹65 crore Mithi River desilting scam by conducting raids at 15 locations across Mumbai and Kochi. Among those targeted are properties linked to Bollywood actor Dino Morea, Brihanmumbai Municipal Corporation (BMC) assistant engineer Prashant Ramugade, and several contractors and individuals associated with the case.
The ED’s action follows the discovery of financial irregularities in the desilting project of the Mithi River, a crucial waterway in Mumbai. The agency is investigating suspected money laundering activities related to funds allocated for the river’s desilting.
This development comes after the Economic Offences Wing (EOW) of Mumbai Police registered a First Information Report (FIR) against 13 individuals, including five contractors, three middlemen, and three BMC officials, for allegedly causing a wrongful loss of ₹65.54 crore to the BMC.
As part of the investigation, the EOW discovered that ₹18 lakh were transferred to UBO Ridez, a company where Santino Morea, Dino Morea’s brother, serves as a director. The funds reportedly came from Ketan Kadam, one of the accused arrested in connection with the scam.

Dino Morea has previously been questioned by the EOW regarding his possible connection to the scam, particularly concerning his ties to two middlemen already arrested in the case.
The investigation has also uncovered that contractors submitted fake Memoranda of Understanding (MoUs) to the BMC, some of which were signed using the names of landowners who had died 20 years ago.
The ED’s raids are part of ongoing efforts to uncover financial irregularities and hold accountable those implicated in misappropriating public funds allocated for the Mithi River desilting project.
